Key Responsibilities:

LEADERSHIP

  • Communicates and upholds, as well as ensures all departments align with, the hospital’s strategic vision, mission, values, and goals;
  • Applies and promotes the concept of “systems thinking” for holistic management and decision-making;
  • Engages in strategic and resource planning at the organizational level;
  • Actively contributes to Senior Management Team decision-making and policy formulation, offering data and insights to inform corporate direction;
  • Attends and reports at meetings of the Board of Directors and their committees, providing updates on portfolio activities;
  • Leads the coordination and collaboration to meet Canadian Accreditation Standards Compliance;
  • Guides the development of goals and objectives, as well as strategies and action plans at the departmental and service levels;
  • Upholds and ensures across all departments the adherence to the principles of Patient and Family Centered Care, whose core concepts are dignity and respect, information sharing, participation and collaboration.

Chief Nursing Executive (CNE) Responsibilities:

CLINICAL RESPONSBILITIES

  • Holds ultimate accountability for all clinical outcomes of the hospital, ensuring that patient care is delivered in accordance with the highest standards;
  • Ensures compliance with the Hospital Services Accountability Agreement (H-SAA) as the governing document, as signed by the hospital;
  • Maintains and enforces adherence to clinical standards and best practices, ensuring all clinical services align with regulatory and Accreditation requirements;
  • Upholds and promotes medical ethics within the hospital, ensuring that all clinical staff adhere to ethical guidelines and standards of practice;
  • Oversees the implementation of quality improvement initiatives aimed at enhancing patient care and safety;
  • Develops and executes strategic plans for clinical services, aligning them with the hospital’s overall mission and vision;
  • Ensures that all clinical activities and patient care initiatives are centered around patient and family-centered care principles, emphasizing dignity, respect, information sharing, participation, and collaboration.

COORDINATION OF PATIENT CARE

  • Ensures that care is delivered to each patient in accordance with Hospital Mission Statement, Philosophy of Care and Professional Standards;
  • Acts as liaison, mediator and advocate between patient, family and physician;
  • Ensures continuity of care and discharge plans, and assists in dealing with utilization issues related to appropriateness of admission;
  • Ensures communication between members of the multidisciplinary team;
  • Delegates responsibilities within scope of personnel abilities;
  • Ensures availability of proper equipment and supplies;
  • Promotes patient education and satisfaction and ensures appropriate resources are available;
  • Ensures that potential and actual patient incidents are investigated and documented appropriately.

HUMAN RESOURCES MANAGEMENT

  • Evaluates the performance of all staff that report to the position;
  • Monitors and controls the utilization of all resources to ensure alignment with strategic directions;
  • Supports managers in the recruitment, retention and disciplinary action of staff;
  • Develops strategies to promote retention, recruitment and recognition of excellence of staff.

GOVERNANCE AND COMPLIANCE

  • Attends Board meetings as an ex-officio member with voting rights by virtue of holding the Chief Nurse role and contributes to decision-making;
  • Acts as administrative contact for provincial, regional, or Ontario Health East initiatives, e.g., EORLA, CHSS, Epic;
  • Ensures compliance with the Public Hospitals Act, the regulations and Bylaws of the Hospital, the Excellent Care for All Act, and all other statutory and regulatory requirements;
  • Develops, implements, and monitors policies and procedures to ensure adherence to regulatory requirements and industry standards;
  • Conducts regular audits and reviews of departments overseen by this role to ensure compliance with internal policies and external regulations, including preparing for inspections and surveys by regulatory agencies;
  • Collaborates with other senior leaders to integrate compliance strategies into the hospital’s overall strategic plan;
  • Leads efforts to prepare for and respond to inspections and surveys by regulatory agencies, ensuring that the hospital meets all required standards;
  • Provides leadership in the development of quality improvement initiatives, ensuring compliance with Accreditation standards and improving patient care outcomes.

Vice President Nursing Responsibilities:

ACCOUNTABILITY

  • The position is directly accountable to the CEO, who delegates the necessary authority to the position, but does not relinquish overall accountability;
  • Promotes, encourages and supports the ongoing development and education of managers and staff under his/her direction;
  • Promotes an environment of trust and confidence amongst all personnel;
  • Ensures that skill and competency levels of professional staff are maintained according to standards.

DEPARTMENTAL MANAGEMENT

  • Acts as liaison, mediator and advocate between patient, family and physician;
  • Prepares and delivers internal and public presentations as required;
  • Ensures the smooth and effective operations of the departments and the achievement of short- and long-term goals;
  • Directs and responds to administrative and corporate correspondence and prepares reports as required;
  • Maintains knowledge of pertinent federal, provincial and municipal regulations;
  • Collaborates with the Chief Financial Officer to prepare, monitor, and report on the annual budget and coaches department managers on their respective operating budgets while assuming overall accountability for the financial health of the portfolio;
  • Reviews and reports monthly on financial variances and statistical reports for all departments overseen;
  • Maintains and reports on indicators and goals as maintained at the Senior Team and Board level: e.g.. KPIs, Balanced Scorecards, performance targets etc.;
  • Promotes and maintains clear lines of communication that foster successful interpersonal relationships among staff and with the public;
  • Informs Chief Executive Officer of unusual occurrences or serious/critical incidents;
  • Acts as a role model and resource person to staff, peers, and students by identifying, planning and providing for the educational needs of staff including in-service for new equipment, procedures, new/changing programs and orientation.

HEALTH AND SAFETY

  • Demonstrates ongoing commitment to all Occupational Health and Safety and WSIB legislation and regulations hereunder and ensures that all managers are in compliance with Occupational Health and Safety legislation, safe work practices, policies and procedures;
  • Is fully knowledgeable of their responsibilities under the Occupational Health and Safety Act and Regulations (Sections 25 and 26) and the Hospital’s Occupational Health and Safety program and works in compliance with these provisions in order to create an environment which is conducive to health and safety;
  • Accountable for the health and safety of all workers under their supervision ensuring that they work in compliance with established safe work practices, policies and procedures, by conducting safety information sessions and training to employees, observing employee safety practices, and recognizing positive safety behaviour;
  • Ensures that thorough investigations are conducted and documented on all workplace incidents reported by their employees;
  • Demonstrates commitment to patient, resident and staff safety. They protect their own health and safety by working in compliance with:
    • The Occupational Health & Safety Act (section 28)
    • Safe work practices
    • Policies and procedures as established by the hospital;
  • Attends hospital Health and Safety In-Services, when provided, and addresses any unsafe conditions/procedures;
  • Supports Client / Patient Safety by:
    • Organizing Leadership Patient Safety Rounds.
    • Promoting a safe and comfortable environment. All health care providers should feel safe and comfortable asking questions or discussing the client’s needs and best interests. Everyone should feel equally responsible for the client’s safety and care.
    • Promoting and supporting a blame-free environment and encouraging reporting through the Risk Incident Management Software, which is used to identify client safety risks, cause and changes/resolutions
    • Suggesting and supporting changes including monitoring implemented changes to ensure effectiveness and elimination of client safety risks.
    • Promoting multidisciplinary communication. Creates and supports an environment for communicating knowledge and sharing experiences geared toward minimizing the risk to client safety.
    • Providing and making available resources and tools aimed at minimizing client safety risk.

Work Environment:

  • This is a hybrid role requiring 3 days in the office each week, with flexibility to manage emergencies as they arise;
  • The position is based at a small rural hospital, involving close-knit collaboration with a dedicated team;
  • As part of the Senior Leadership Team, this role is pivotal in shaping the hospital’s strategic direction;
  • The position reports directly to the CEO and serves as an ex-officio Director of the Board with voting rights, contributing to high-level decision-making and governance;
  • Requires acting as the Executive on-call as per the on-call schedule, ensuring continuous leadership and support for hospital operations.

Qualifications:

  • Masters in Health Administration, Health Sciences or related field from an accredited learning institution;
  • Bachelor of Nursing Degree with a current Registration issued by the College of Nurses of Ontario;
  • A minimum of five (5) years in progressive management positions in a hospital setting;
  • Five (5) years related nursing and clinical experience;
  • Current member of RNAO and ORNAC;
  • Strong strategic orientation and demonstrated strategic networking skills;
  • Ability to collaborate and engage constructively with others;
  • Data analysis and interpretation;
  • Knowledge and understanding of current policies and legislation that fall under the responsibilities of this role;
  • Strong impact and influence abilities and ethical approach to problem solving;
  • Superior coaching and mentoring sills, promotes a high-performance culture;
  • Strong communication and presentation skills with external and internal stakeholders (oral and written);
  • Establishes appropriate levels of responsibility and holds themself accountable for delivery of agreed upon objectives;
